She was the daughter of Henry Oliver Waugh and Hilda Haugen Waugh.
The youngest of four children, she grew up on her family's farm. Her father passed away when she was two. Her mother, a teacher in a one-room schoolhouse, raised the family during the Depression.
Gloria attended St. Olaf College and the University of Minnesota, Rochester.
She was employed 1945 – 1948 as a laboratory technician at the Mayo Clinic where she met her late husband, William H. Keffer, MD, a Reading internist. They married in 1948 and together raised their family, residing in Reading and Wyomissing for 52 years until his passing in 2000.
Mrs. Keffer served as a volunteer for the Staff Physicians Wives of the Reading Hospital, the Women's Auxiliary to the Berks County Medical Society, the American Red Cross Berks Chapter, and Meals on Wheels. She volunteered, for forty years, at the Women's Exchange of Reading where she was the treasurer for several years. She was also an active gardener, and a golfer at the Berkshire Country Club where she achieved three holes-in-one in her active golfing years.
She was a communicant and Altar Guild member at Trinity Lutheran Church, Reading. A lifelong reader, she had immense intellectual curiosity and the ability to engage all she met at many levels.
She is survived by her daughter Kathleen (John) Keane, and sons William (Maria Garvy) Keffer, and Thomas (Lynn Reitter) Keffer. Additional survivors include seven grandchildren: Martha Polomsky, Sara Donoho, Peter Keane, Joseph Keffer, Philip Keffer, William Keane, and Meredith Keffer.
