Born in Paterson, NJ, he was the son of the late Edward White, Jr and Donna L. (DeVoe) White. Art graduated from Cornell University in 1967 with a Masters in Civil Engineering. He was a Registered Professional Engineer licensed in Colorado. He began his professional career at EBASCO in New York City before moving on to Gilbert Commonwealth & Associates in Reading. After retiring, he was an independent contractor for the Schuylkill River Greenways NHA and Acting Director of the Sanitary Sewer System for the City of Reading.

Art used his professional training to assist the community as a 25-year Chairman of Wyomissing Valley Joint Municipal Authority and Chairman of The Berks County Assessment Board.

Art was blessed in his life by two special kidney donations, first from wife, Gail, and later from his friend, Dawn Baxter in Mohnton. Their gifts gave life throughout his last 31 years. He shared his experiences with the Organ Donation Outreach of the Red Cross for many years.
