Alan C. Welder

Alan Charles Welder, 66, died April 3, 2011 in his Cumru Township residence.

He was the husband of Rosalie Ann (Mohn) Welder, whom he married September 14, 1968.

Born in Bristol, England on June 20, 1944, he was a son of the late Charles B. and Kay (Lockyer) Welder.

He was a 1962 graduate of Governor Mifflin High School and attended Elizabethtown College.

Alan was an Army Veteran, serving from 1964 until 1970.

He was an administrative assistant to former Mayor Joseph P. Kuzminski; acting as the city personnel director and director of public service careers.

Alan also served two terms on Reading's City council from 1976 - 1978.

In 1981 he served as a finance specialist with the Pennsylvania Department of Commerce and as the Coordinator of the Comprehensive Employment and Training Act.

He was later named the head of the Pennsylvania Bureau of Economic Assistance in 1983.

From 1987 through 2003, Alan was the executive director of the Community and Economic Development Committee of the Pennsylvania State Senate, serving under Senators Tim Schaeffer and Terry Punt.

After his retirement, he continued serving as a board member of the Pennsylvania Industrial Development Authority, serving from 1993 through 2009.

Alan is also survived by three children: Jennifer L., wife of Jamie M. Caron of Spring Township; Kristen B., wife of David S. Hill of Lower Heidelberg Township and Amy E. Welder of Cumru Township.

After his retirement, he enjoyed spending his time as a devoted and loving grandfather to four grandchildren: Jared B. Hill, Jayden D. Hill, Mackenzie C. Caron and Camryn M. Caron.

Alan was predeceased by two siblings: Glen D. Welder and Cynthia L. Blatt.

Services will be held Friday at 11:00 am in Edward J. Kuhn Funeral Home, Inc., 739 Penn Ave., West Reading, PA 19611. Viewings will be held Thursday evening 6:30 - 8:00 pm and Friday morning from 10:00 am until time of services. Burial will be in Wyomissing Cemetery.
